N2 - The report presents the results of a study investigating the application of public procurement rules in the municipal waste sector across the European Union conducted by Ramboll Management Consulting for the European Commission (DG GROW). The study is part of a process launched by the European Commission to analyse the application of public procurement rules in different market sectors.The scope of the study was set by the definition of municipal [solid] waste as presented in the Waste Framework Directive.1 The geographical scope of data collection was focused on seven Member States: Germany, Italy, Poland, Romania, Spain, Sweden, and the United Kingdom, with EU-wide data analysed where available.The report was based on an analytical framework composed of seven research questions, which were addressed through a combination of methodological tools for data collection and analysis, including desk research, explorative interviews, seven country reports and three case studies.
