The development and use of cyber capabilities during armed conflicts by States and other actors is a growing aspect of contemporary military operations. As part of its continuing efforts to understand how to avoid risk to civilians from military cyber operations, the ICRC is seeking to gain insights into the nature and conduct of such operations. The focus of this meeting will be on the practical application of international humanitarian law and the mitigation of risks of civilian harm. These will include consideration of military cyber capability design as well as their planning and employment.
