Manners presented the concluding chapter of a book on the EU’s normative power in global politics entitled 'European Communion in Global Politics'. Preceding the conclusion are nine empirical chapters, drawing on social theory using an 'outside-in ground-up' approach. The empirical chapters describe the EU as a global actor through 18 case studies in the areas of sustainable development, freedom, democracy, human rights, rule of law, equality, social solidarity, sustainable peace and good governance.

Building on the normative power approach, which he developed in previous years, Manners seeks to understand the relationship between material and non-material forms of power in global politics. His concluding chapter proposes the concept of 'European Communion' to capture the application of the normative power approach to the EU in a global context. Critiquing supranational and intergovernmental approaches, Manners argues that the notion of 'sharing' and 'community' are a better way to characterize the EU as a global actor.

The European Communion approach is then broken down into three different readings of the EU in global politics: as a constellation of communities; as a cosmopolitan space; and as an example for cosmopolitical coexistence. Manners thus describes the EU in terms of its principles, actions and impact of the policies it promotes. The discussion following the paper presentation was characterized by questions of clarification and discussions about concepts, methods, and theoretical considerations.
